KLAMATH FALLS, OR – November 29, 2023. Downtown parking permit changes are coming in the New Year. Beginning January, 2024, the new Pelican Pass and Pelican Pass+ (Plus) Parking Permits will replace the existing Full– Time Employee, Part–Time Employee, Reserved, and Residential Parking Permits for downtown businesses and residents. Both Pelican Passes allow for all–day parking in select on–street areas and off–street public parking lots.
The Pelican Pass allows for all–day parking in marked on–street parking areas and the below, lower–demand, public parking lots.
200 Main, Klamath Commons, Maple, Pine, Ross Ragland, Spruce, & Willow
The Pelican Pass+ allows for all–day parking in marked on– street parking areas, all lower–demand public parking lots, and one of the below higher–demand public parking lots of the user’s choice.
Aspen, Central, Cottonwood, Juniper, & Oak

Parking permit changes are meant to simplify permitting and enforcement and to accommodate additional all–day parking within every downtown public parking lot. The 2024 Pelican Pass and Pelican Pass+ cost $80 and $160 annually and may also be purchased quarterly at lesser rates. Downtown public parking under 2–Hours will remain free for all users. Individual businesses can contact City Planning for Courtesy Parking Permits which allow free customer parking greater than 2–hours. Downtown residents can also contact City Planning for overnight public parking options.
Notice of downtown parking permit changes and Pelican Pass availability was distributed to downtown businesses through annual City Business License renewals. The Downtown Parking – Pelican Pass portion of the City’s website, link here, contains the Pelican Pass Purchase Application, informational flyer, and other related material. 2024 Pelican Pass Permits can be purchased through City Planning by mailing the completed application, in–person, or via phone at 226 S 5th Street or (541)883–4950. New All–Day parking signs will be placed on–street and at public parking lot entrances in the near–term.
